On or about September 30, 2019, Washtenaw County will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of 2019 Community Development Block Grant (CDBG) funds under Title I of the Housing and Community Development Act of 1974 as amended, to undertake a project known as the Ypsilanti Township Community Center Flooring Project located at 2025 E. Clark Road in the Charter Township of Ypsilanti, in the amount of $117,645.25 of 2019 CDBG funding. The Charter Township of Ypsilanti owns and manages this facility through the Township’s Recreation & Parks Department. The Community Center operates and/or hosts a wide variety of recreational, educational, and enrichment activities for all ages, along with a senior center, and rooms for the general public to rent.


The project includes the removal and replacement of 9,000 square feet of floor tiles throughout the building. A site-wide Asbestos-Containing Materials Inspection was conducted June 25 – June 27, 2019 by Tetra Tech, who was hired by the Charter Township of Ypsilanti to complete a Hazardous Building Materials Survey as part of a larger Phase I Environmental Site Assessment. The Asbestos-Containing Materials Inspection revealed that the Ypsilanti Township Community Center contains regulated asbestos containing materials. Regulated asbestos containing materials that may be disturbed during the removal and replacement of floor tiles will either be abated or encapsulated as part of the installation of new floor tiles, and will follow the National Emission Standards for Hazardous Pollutants (NESHAP) for Asbestos. Total project costs are estimated to be $215,000.


The environmental review record for this project is on file in the Washtenaw County Office of Community and Economic Development offices (415 W. Michigan Ave., Suite 2200, Ypsilanti, MI 48197) and is available for public examination and copying upon request during the weekday hours of 8:30am - 5:00pm. No further environmental review of activities is proposed to be conducted, prior to the release of Federal funds.


Any individual, group, or agency may submit written comments on the ERR for consideration by Washtenaw County Office of Community and Economic Development. Such written comments should be received at the address listed above on or before September 26, 2019. All such comments so received will be considered and the County will not request the release of Federal funds or take any administrative action on the described activities prior to the date specified in the preceding sentence.


HUD will accept objections to its approval of the release of funds and acceptance of the certification only if it is on one of the following bases: a) That the certification was not in fact executed by the chief executive officer or other officer of applicant approved by HUD; or b) that Washtenaw County's environmental review records for the project indicates omission of a required decision, finding, or step applicable to the project in the environmental review process; or c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or d) another federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76), and may be addressed to HUD at its Area Office,16th Floor, Patrick V. McNamara Building, 477 Michigan Avenue, Detroit, Michigan 48226. No objection received after October 15, 2019 will be considered by HUD.
