Pre-Application Meeting

Pre-Application Meeting Requirements
This guide determines pre-application meeting requirements. All full site plan review projects require a pre-application meeting. Sketch or administrative site plan review projects may require a pre-application meeting. Please submit completed pre-application applications to the Township and the Planning and Development Coordinator will schedule a meeting about ten (10) days out from submission. Meetings are on Thursday mornings with time slots at 9am or 10am. Notes from agencies after this meeting will be summarized and given to applicant within seven (7) days of the meeting. If required, you will need to schedule a separate pre-application meeting with the Washtenaw County Water Resources Commission.

Rezoning

Skip this step if your project does not require a rezoning. Rezoning a property requires Planning Commission recommendation and two (2) readings by the Township Board of Trustees.

Administrative Preliminary Site Plan Review

After taking into account comments from the pre-application meeting, please review the preliminary site plan review requirements and submit the necessary forms and plans. Plan review takes up to fourteen (14) days. If plans are recommended for approval from all agencies, please proceed to the next step. If plans are not recommended for approval, please review comments in agency letters and address them in the next submission. Please submit plans to applicable outside agencies for review (Washtenaw County Water Resources Commission (WCWRC), Washtenaw County Road Commission (WCRC), Michigan Department of Transportation (MDOT), Michigan Department of Environmental Quality (MDEQ), Ypsilanti Community Utilities Authority (YCUA)). If the proposed use(s) for a project include a special land use/use subject to special conditions, please include a Special Land Use/Use Subject to Special Conditions Application.

Planning Commission

Skip this step if your project requires Administrative Site Plan Review. When your project receives recommendations to approve from all agencies, the project will be placed on the agenda for a Planning Commission (PC) meeting. Please note, if your project includes a special land use, allow up to an additional three (3) weeks to meet public noticing requirements. After the PC meeting, you will get a letter via mail or email stating the motion and decision. If the plans are approved or approved with conditions, start on Detailed Engineering plans.

Detailed Engineering

Prior to plan submission, please review the Engineering Standards & Design Specifications. Please submit plans to applicable outside agencies for review (Washtenaw County Water Resources Commission (WCWRC), Washtenaw County Road Commission (WCRC), Michigan Department of Transportation (MDOT), Michigan Department of Environmental Quality (MDEQ), Ypsilanti Community Utilities Authority (YCUA)).

Final Site Plan Approval

After the plans are recommended for approval and all local, county, and state requirements are met, the Planning and Development Coordinator will approve the final site plan administratively. At its discretion, the Planning Commission may require final review and approval of the final site plan.

Pre-Construction Requirements Letter

Upon approval of final site plan, a letter outlining required fees, escrows, performance and maintenance guarantees, and insurance will be prepared and forwarded to the applicant. For complete details of what is included in this letter, please see the Engineering Standards & Design Specifications. Once these items are completed/acquired, the applicant can contact the Planning and Development Coordinator to schedule the pre-construction meeting.

 

Building Permit

Building permits are submitted after final site plan approval. At the applicant’s own risk, building permits may be submitted sooner. Approved building permits will not be issued until after the pre-construction meeting.

Pre-Construction Meeting

The pre-construction meeting covers responsibilities, contact information, and overview of the project. Approved building permits may be issued and construction may begin in accordance with standards set forth at the pre-construction meeting.

Construction

Inspection, field engineering, and testing (water, sanitary, storm) is completed in accordance with the pre-construction meeting.

Preliminary Punch List/Substantial Completion

At the completion of the installation and successful testing of all underground utilities and completion of the majority of paving improvements, said facilities will be subject to a preliminary walk-through inspection. This preliminary walkthrough may include representatives from YCUA, the Township, the Township Engineer, and other appropriate agencies. At this meeting a preliminary punch list will be generated and distributed by the Township Engineer. Once all punch list items are addressed to the satisfaction of the Township Engineer a substantial completion letter will be issued by the Township Engineer.

Project Completion

Final inspections, record drawings, easements, grading certificate, and maintenance and guarantee surety are required for project completion. Final acceptance will not be made until all improvements shown on the approved final site plans are completed. In addition, all other requirements as outlined in the pre-construction requirements letter or, if applicable, a development agreement must be completed. For residential developments, final acceptance of the water supply system and wastewater system improvements will not take place until at least 90% of the residences are built and occupied.
