Non-operable vehicles are a hazard for children and others, tend to devalue property, and are a magnet for crime and vandalism. It is unlawful to park or store inoperable, wrecked, junked or partially dismantled motor vehicles on residential property (including front yards), unless completely contained inside a fully enclosed building. It is unlawful to repair or dismantle a motor vehicle upon any residential premises, unless wholly contained in a fully enclosed building.

Any vehicle parked outside on the street or on private property must be operable and have a valid license plate.

Minor repair work completed outdoors within 24 hours by the owner of a motor vehicle on his own property is permitted.
