The Department of Environmental Quality (DEQ), Water Resources Division (WRD), proposes to reissue a permit to Ypsilanti Community Utilities Authority (YCUA) for the YCUA Regional Wastewater Treatment Plant located at 2777 State Road, Ypsilanti, Washtenaw County, Michigan 48198. The applicant collects and treats municipal wastewater from the City of Ypsilanti; the City of Plymouth; the Western Townships Utilities Authority; and Augusta, Pittsfield, Sumpter, Superior, Van Buren, York, and Ypsilanti Townships. The applicant discharges treated municipal wastewater to the Lower Rouge River.


The draft permit includes the following modifications to the previously-issued permit: Daily concentration and/or loading reporting requirements have been added for Carbonaceous Biochemical Oxygen Demand, Total Suspended Solids, Ammonia Nitrogen (as N), Total Phosphorus (as P), and Fecal Coliform Bacteria; these reporting requirements are included to support the MiWaters Discharge Monitoring Report (DMR) system requirements. Effluent limitations for Available Cyanide and Bis(2-ethylhexyl) phlalate have been added. The concentration and loading daily maximum effluent limitation for Ammonia Nitrogen (as N) for the month of April has been changed. Required Total Mercury-related quality assurance samples are now identified in the final effluent limitations table. Conditions for Asset Management and Discharge Monitoring Report – Quality Assurance Study Program have been added. Language has been added to the condition: Discharges from Other Outfalls. New storm water pollution prevention requirements have been added that will necessitate updates to the permittee's Storm Water Pollution Prevention Plan (SWPPP) that are due within six months of the permit's effective date. The final effluent limitation for total mercury has been changed to 2.0 nanograms per liter (ng/l), which is the discharge-specific level currently achievable based on a multiple discharger variance (MDV) from the water quality-based effluent limit of 1.3 ng/l, pursuant to R 323.1103(9) of the Part 4 Rules, Water Quality Standards (WQS), promulgated under Part 31, Water Resources Protection, of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended.

Comments or objections to the draft permit received by Thursday, June 15, 2017, will be considered in the final decision to issue the permit.

The discharge-specific level currently achievable for total mercury was developed in accordance with the WRD's approved MDV.
